Vladimir Rushailo

Vladimir Rushailo (born 1953 in Tambov) is a Russian politician.
From 1999 to 2001, he was the Interior Minister of Russia. In June 14, 2004 - October 5, 2007 he has been the Executive Secretary of the Commonwealth of Independent States.
In 2001, seeking to address concerns about rising corruption, he said, "You should not confuse corruption with bribe taking."
